If an issue on ghub/glab has been /implement'ed, the agent should close the ticket

Would be a nice to have. Currently, am having to do a clean up session once they are all done, but would be preferable if once completed the agent closed the ticket

I think the expected workflow is for the result of /implement to land in a PR, with closing comment so it auto closes the tickets on merge, this would make sense maybe when doing local only.

Worth carving out one exception: dont auto-close when the work still needs a human to verify on real hardware (input injection, focus behaviour, hardware output) — no test covers that. A human-verification-required-style label that keeps the issue open until sign-off handles it; ties into the done-gating discussion in #501.
