Codex cannot discover skills with implicit invocation disabled

I was looking at the fix for #748 and it confirmed an annoyance I see. I cannot any more mention in an agents instruction file to invoke a skill with implicit invocation disabled.
I wonder if this has always been there, or something in newer versions of codex.
e.g. I have a skill call avoid-ai-writing, and my user level AGENTS.md has a line saying "whenever you write a sizable amount of prose, run the avoid-ai-writing skill as a subagent review pass". In narrower agent instructions like in a repo, I would like to ask Codex to run specific skills as part of the workflow. But it seems like with implicit invocation disabled the skills cannot be referred like this any more.
