Adds Arabic, Simplified Chinese, and Polish to the ASVS 5.0 translation metadata, including the language list, completed translation links, contributor credits, and spelling dictionary.
Corrects the shared ASVS 5 DOCX reference template footer from 4.0 to 5.0.0. The DOCX package was validated; only the text in footer1.xml and footer2.xml changes.
Merge after the three translation PRs (#3412, #3413, and #3414) enter v5.0.0, then cherry-pick this squashed metadata and footer commit into v5.0.0.
