Rework the obsolete OWNERS file

This pull request updates the OWNERS file to reflect new approver groups and removes individual approvers.

Ownership updates:

• Replaced individual approvers with group approvers: added function-runtime-approvers and steering-committee, and removed lance, salaboy, and zroubalik from the list. (OWNERS)

function-runtime-approvers: should be there in the first place
steering: back up purposes as we have limited number of people to merge PRs
Removed some inactive folks.
