What problem does this PR solve?

Issue Number: Ref #11329

Same-table affinity groups can concentrate their leaders and voters on a few stores. Balancing needs a deterministic selector that does not repeatedly evaluate placement rules or enumerate arbitrary voter combinations.

What is changed and how does it work?

affinity: select one improvement from validated balance actions

Accept checker-generated legal leader transfers and single voter replacements.
Search the whole table for leader improvements first, then consider voter
replacements, requiring a strictly smaller leader-first balance score.
Keep fixed groups in the counts and preserve their canonical target layout.

PlanBalance accepts BalanceActionSet inputs and performs pure count-based selection. Candidate scores use constant-time deltas; only the winning target is materialized. Equal table scores use global affinity counts, estimated move bytes, retaining the original leader, and stable IDs to break ties. Each pass changes at most one group. Groups with different replica counts are supported.

The planner neither initializes nor repairs group targets. Missing legal actions preserve the current target. The auto/fixed policy is validated and retained during persisted-group loading and watcher updates; runtime voters use canonical order without mutating caller inputs.

Runtime action construction and caching are in #11338; server preview/apply and pd-ctl are in #11339.

Check List

Tests

  • Unit tests cover allowed actions, leader-first selection, single voter replacement, fixed targets, mixed replica counts, invalid policies, duplicate IDs/voters, deterministic ties, input ownership and finite strict improvement.
  • make gotest GOTEST_ARGS='./pkg/schedule/affinity -run TestPlanBalance -count=1' passed with automatic failpoint cleanup.
  • Incremental golangci-lint and git diff --check passed.

Code changes

  • Persistent data: optional balance_policy field in affinity groups.

Side effects

  • Adds a shared greedy planner; it selects a legal local improvement and does not promise a global optimum.

Release note

None.

📝 Walkthrough

The change adds affinity balance policy data and a PlanBalance API. The planner validates groups and stores, selects leader and voter assignments using balance scores, and returns plans. Tests cover balancing, policy handling, initialization, store changes, and invalid input.

Changes: Affinity balance planning

Layer / File(s) Summary
Balance policy and plan API
pkg/schedule/affinity/balance.go, pkg/schedule/affinity/group.go
Adds balance policy values and planner input and result types. Affinity group state copies the policy from runtime group information.
Candidate selection and balance planning
pkg/schedule/affinity/balance.go, pkg/schedule/affinity/balance_test.go
PlanBalance validates inputs, generates and scores candidate assignments, and updates leader and voter counts. Tests cover balancing, policy handling, initialization, store changes, deterministic results, and invalid input.

📐 Maintainability & Code Quality | 🟡 Minor | ⚡ Quick win

Remove the unused bool result from forEachCombination.

golangci-lint reports unparam at Line 311 because no caller reads the outer bool result. Both callers in visitAllCandidateTargets ignore it. The inner walk closure still needs its bool result for early exit, so keep that closure unchanged. As per coding guidelines, "Respect depguard bans, revive/testifylint findings; fix before submission."

### What is changed

Revert #4909: remove the `GOPROXY=direct` prefix from the
`error-log-review` presubmit jobs, so the go command resolves the tool
and its dependencies through the default Go module proxy again.

Files (5):
- `prow-jobs/pingcap/ticdc/latest-presubmits.yaml`
- `prow-jobs/pingcap/tiflash/latest-presubmits.yaml`
- `prow-jobs/pingcap/tiflow/latest-presubmits.yaml`
- `prow-jobs/tikv/pd/latest-presubmits.yaml`
- `prow-jobs/tikv/tikv/latest-presubmits.yaml`

### Why

`GOPROXY=direct` makes the go command resolve every dependency from its
origin host instead of a module proxy. On 2026-10-13 (~02:00–02:35 UTC)
`gopkg.in` returned a transient `502 Proxy Error`, which broke all of
these presubmits with:

```
config.go:9:2: unrecognized import path "gopkg.in/yaml.v3":
reading https://gopkg.in/yaml.v3?go-get=1: 502 Proxy Error
```

Example failed run:
https://prow.tidb.net/view/gs/prow-tidb-logs/pr-logs/pull/pingcap_tiflow/12883/pull-error-log-review/2109830078522200064

Failing runs in that window: pingcap/tiflow#12883, pingcap/ticdc#6466,
tikv/pd#11337, tikv/pd#11338, tikv/pd#11349; a later run at 02:36 UTC
passed. The error-log-review presubmits are non-optional, so this
blocked Tide merge.

#4909 added `GOPROXY=direct` so that `go run ...@main` always resolves
the latest commit immediately, bypassing module-proxy branch-query
caching. Reverting trades that freshness for reliability: right after a
push to main, `@main` may briefly resolve to a stale pseudo-version,
which is acceptable for this presubmit.

### Validation

- `git revert 99b33ce` applies cleanly
(auto-merge, no conflicts).
- `prow-jobs/kustomization.yaml` uses `disableNameSuffixHash: true`, so
no hash regeneration is needed.
